How to make yourself admin on a Rust server
Type this in your server console. Put your 17-digit Steam ID where it says YOUR_STEAM_ID. It saves on its own.

My server: address YOUR_SERVER_IP, RCON port YOUR_RCON_PORT. The RCON password is in the environment variable RCON_PASSWORD. Never print it, and never save it in a file.
Rust uses web RCON: open a websocket to ws://ADDRESS:PORT/PASSWORD and send JSON like {"Identifier": 1, "Message": "the command", "Name": "WebRcon"}. The answer comes back with the same Identifier, in "Message".
Send this one command:
ownerid YOUR_STEAM_ID "YourName"
The reply should start with "Added owner". Do not send any other command.Where do I find my Steam ID?
Open your Steam profile in a browser. The 17-digit number after /profiles/ in the address is your Steam ID. If the address shows a name instead, a Steam ID lookup site turns it into the number.
I rent my server
On Shockbyte, type it on the Console page of your control panel. On G-Portal, open My Server, Basic Settings, ManageUsers, add your Steam ID as an owner, save and restart.
How do I make someone a moderator?
Use moderatorid. A moderator gets admin powers but cannot make anyone an owner.

In users.cfg, in the cfg folder of your server's save folder: server/<your server identity>/cfg/users.cfg. Each admin is one line with their Steam ID, name and reason.
Do I need server.writecfg?
No. The server writes the admin list the moment you run ownerid, moderatorid or removeowner. We checked it on our own server.
